@elsloo Also BTW, I think the reason you saw this after a "failed" DS create, was because it "failed" when creating SSL keys with Riak, but that happens after it creates the DS in the database. So it returned an error, but the DS had actually been created at that point. Because it didn't use a transaction.
That should be fixed by https://github.com/apache/incubator-trafficcontrol/pull/2364
