Using the following in a cf file should probably cause a minimum of a lint warning:

I think an extended lint, such as lint warnings only thrown when --lint -D is
used, is what I've got in mind.  See bug 3340 comment 18.

I use site_rules_path config files to override the definitions of rules defined
in the default_rules_path config files.  I would appreciate it if this would
continue to work.

ok, that makes sense.  (sorry, I missed that you referred to needing -D in
