[Issue 62091] Add option not to bring to foreground application with newly opened Document

More or less anything unclear here. Of course I also have this kind of
documents what need 2 Minutes or more to open and I would like to do something
useful during that time. Unfortunately in most cases I would like to do
something in AOO, what is completely impossible.

So It might have some advantage to open such a document already in background
1/4  h before it will be needed, and indeed it might be better if "open ready"
does not break other work with other application. 

But in very most cases very most users for most documents expect to get
documents immediately and that document comes to foreground immediately.

But during a quick test I did not observe tis problem  with "AOO 4.1.0 RC4 –
German UI / German locale [AOO410m18(Build:9764)  -   Rev. 1589052 2014-04-22
11:43:54]" on German WIN7 Home Premium (64bit)", “historic” 4. User Profile
used for all predecessor versions. In WIN file explorer I double clicked an
.ods requiring few minutes for opening , fileopen AOO window appeared, I
switched to browser to write this comment, AOO DID come to foreground when file
open was finished. But same test with a big .odt: AOO DID not come to
foreground

"If loaded in background" is a very vague description, and also some other
things need clarification.

And it's not common sense always to open documents in background, this only can
be an option.

(a) What AOO applications / document types are affected
(b) what opening processes are affected?
(c) all OS affected?
(d) Is there already a AOO program routine what can do that? In hepl for
    WIN command line options I did not find anything.
(e) Can an extension be the solution
