There is currently no way to change the DEFAULT Local Repository other than via ${user.home}/.m2/settings.xml file setting.

This should be part of the Configuration page.

Documented the current behavior in r711950 on trunk.

Will need to update administrator_guides/localRepository.apt if this is implemented.
