Mention reduced tarball in CHANGES or release notes?
I assume that the 1.3.x tarballs will no longer contain the APR and Neon
trees that were present in the earlier versions.
I know it's not exactly a 'change', per se, but is it worth adding a
note to this effect to either CHANGES or the release notes?

We should also update INSTALL. I don't think I'm going to have time to do
these in the next couple of days.

Definitely. I'd say it's release note-worthy, meaning it should also be in
CHANGES.
