Stop Virtual Router Using a Public IP

Where virtual routers are only being used for DHCP and User Data is there a way to stop them being allocated a public IP?

You can design a network offering without any "edge" services (such as NAT, LB, FW) and that should result in a VR that does only DHCP and userdata

Virtual routers are responsible for forwarding traffic to and from internet, so no.

You can use basic networking, which do not use virtual routers, but network options are not the same and probably will force you to redesign your deployment.
