[ecj-lint] '<>' cannot be used with anonymous classes{code}
Writing it as
{code:java}
new ConditionalExpiringCache<>(new Predicate<Entry<String, VersionedCollectionProps>>() {{code}
will pass precommit, but now that we are in java 11 the simpler syntax should be allowed.
