How can I create a jira ticket?

I'm trying to create the jira ticket: "Move Apache Tiles to the Attic".

But jira throws the following error/restriction:


Assignee: The default assignee does NOT have ASSIGNABLE permission OR Unassigned issues are turned off.


Do I need Attic permissions first? Otherwise afaik I'm following https://attic.apache.org/process.html
