Chinese character problem in cocoon

Dear Sir:
  I met a problem when using Chinese characters in Cocoon .Chinese characters can't be correctly displayed and they are replaced by '?'. I specify the encoding to "gb2312" in XML processing instruction but it doesn't work.
  The softwares I use are Win98/WinNT(Simplified Chinese Version),Apache Web Server 1.3.12, Apache JServ 1.1 , Cocoon 1.7 and SUN JDK 1.1.7/1.2.2 or IBM JDK 1.1.8. 
  I am eager to receive you advice.Please help me out.
