Jenkins job to build "nightly" openwhisk core images broken


TL;DR:  We're not pushing nightly openwhisk invoker/controller images to
dockerhub.  I poked at the problem a bit this afternoon and I'm stumped.
The job is [1].

The last successful build was on Oct 8.  This is slightly misleading, since
the job is triggered by git commits and we were blocked on committing last
week because travis was broken. Failures started happening on Oct 12 when
travis was fixed.

The job is getting stuck in step 5 of 11 of common:scala:distDocker which
is trying to build the openwhisk/scala image needed by the controller and
invoker (log appended).

This works locally just fine for me, which is why I am stumped.

If we restrict the job to run on one of our openwhisk VMs, then it succeeds. So there's some environmental difference in the machine doing the dockerized build that is causing problems.
Rather then waste time attempting to debug, I submitted a PR to restrict the job to these machines.
