[Discuss][DSIP] Support node management for Doris Manager

Hi devs,
&nbsp;
Doris Manager is designed for convenient operation for users. However, the imperfection of version 1.0 slows down the further use of Manager. Based on feedbacks from community, when users try to host their cluster on Doris Manager, they are blocked mainly due to following reasons:
&nbsp;
1. Manager will check broker node for each FE &amp; BE and will block remote cluster hosting process if no broker nodes are found.
2. Broker node will be deployed to each FE &amp; BE compulsively when users try to deploy new cluster via Manager.
3. User can’t operate node status, for example, start/stop node, upgrade node, add/remove node from cluster.
&nbsp;
Therefore, I’d like to propose to support node management for Doris Manager.
&nbsp;
Step 1. Decouple FE, BE and broker deployment process. Remove broker node check in remote cluster hosting process. User could deploy new cluster and host remote cluster without broker nodes.
Step 2. Add cluster scaling process. User could add/remove FE/BE node from cluster.
Step 3. Support node status and configuration management. Use could restart specific node and modify nodes configuration parameters.
Step 4. Support node upgrade. User could upgrade FE/BE/broker node version via Manager.
Step 5. (optional) Add broker node managing process to Doris Manager. User cloud add new broker node to hosted cluster or remove broker node from cluster.

Good proposal and welcome to join Doris Manager SIG. 
I've already designed a web product prototype for Step 2 & 4.

Also, we could add a page for displaying detailed node info in Step 3.
