maven-eclipse-plugin installing eclipse plugins

Due to a bug in eclipse 
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=164211) the usual update 
mechanism is not feasible behind my company's firewall. We're looking for 
alternatives to roll out common versions of 3rd party plugins across teams 
and I noticed the recent eclipse:install-plugins and 
eclipse:make-artifacts goals. We're invested in maven, so this is an 
interesting development. The docs on these features are pretty sparse. 
Does anyone have any pointers to more information? First of all, I'm not 
even certain it is a good match for our needs, but if it is, I'd like to 
get a better handle on what POM elements affect things.
