SINGA-230 OpenCL Convolution and Pooling

 - Added implementation files.
 - Added relevant unit test files.
 - Bugfixes in OpenCL GEMV and GEMM.
 - Added licensing details to LICENSE file and the kernels retrieved from Caffe.
