0.14.5 install problem on cygwin

I'm getting an install problem with a file called
bin/#inst.$$#.  The file bin/#inst.$$.exe# exists in
it's place.  I think this is an autoconf problem.  If
it is, would someone know the proper authorities so I
can notify them?  If it's not, should an issue be
created for this?

(As a workaround, I've modified the files
ac-helpers/install?sh by tagging the .exe where
needed.)
