Velocity Engine 1.7 test build available.

Ok, the few remaining issues slated for 1.7 are obscure and apparently
uninteresting to all our developers.  So, it's time to round up the
1.x branch with a 1.7 final release.  Here's the test build.

PLEASE TRY IT OUT!  Report any issues ASAP.  :)

Sorry for the caps, but this is a busy season, and i don't want to be
doing multiple builds for nitpicky things.   I also don't want to wait
for weeks to get votes in.  And i want a pony, a million dollars and a
cure for the common cold.

I plan to call for a release vote on Thursday (11/18), so that it
might just maybe be possible to end the vote on Sunday (11/21) and
have the release ready to go on Monday.   (give or take two weeks :)

Er... i meant to do this this morning.  Anyway, it's time to vote on
Velocity Engine 1.7.  No complaints were made about the test build.
And though i know you all were kind enough to test it already, if for
some reason you haven't, the release candidate is here:

around dinnertime PST.  If not, i'll start nagging, which is
