Tomcat setup ... CATALINA_HOME Solved

Thank-you everyone that helped me figure this out!

The process that finally worked was the following

I placed the JDK in the Tomcat\bin folder

In the DOS Prompt I changed to C:\Tomcat\bin

I typed "set JAVA_HOME=jdk1.3.1"

I did not set CATALINA_HOME

Then I typed "startup"
