Dispatch Action & Validator

Has anyone gotten DispatchAction and Validator to work?

I wish to validate when a the dispatch parameter is set to a certain value.

For example:
If you a user wants to:

Create new element - validate
Copy element - no validate
Save element - validate
Refresh page - no validate
Delete element - no validate
