Here's and example of Maven Python presubmit run that takes 2.5 hours. https://builds.apache.org/job/beam_PreCommit_Python_MavenInstall/223/
I believe this is much longer than it should be, since running the command `mvn clean install -pl sdks/python -am -amd ` locally takes 5 min. 

Is this due to lack of resources?
