you are right! I do have /usr/local/lib in the file /etc/ld.so.conf.  Anyway, I got it to work. Thanks for your help!

  ./configure
  
  I got it to built the mod_dav_svn.so and mod_authz_svn.so files.   I loaded the modules into apache and restarted the server.   However, when restarting the server, I get this error message:
  
  Cannot  load /usr/lib/apache2-prefork/mod_dav_svn.so into server:  libsvn_repos-1.so.0: cannot open shared object file: No such file or  directory

you need to copy etc/apache2/sysconfig.d/loadmodule.conf to /etc/apache2/httpd2-prefork.conf before make install
