An xsl stylesheet that starts:
<?xml version="1.0" encoding="iso-8859-1"?>
works ok.

If it instead starts:
<?xml version="1.0" encoding="UTF-16"?>
then you get the following error:
[Fatal Error]{XSLFilename}:1:40: Content is not allowed in prolog.

This is an error from the XML parser, not from FOP. I assume the XML isn't
prefixed with the right byte order mark which is why the parser cannot find the
XML declaration.
