Replace unmaintained jquery-cookie library with modern alternative.

In Ranger Admin, the jquery-cookie library is currently used to set cookies. However, this functionality can be easily handled using native JavaScript without relying on any external library.
Hence, we are removing the jquery-cookie library from the codebase.
