Makefile.win includes references to devenv starting with 2.2.6.

The Microsoft Visual C++ 2005 "Express" Edition (i.e. the free edition) does not
include the devenv utility.  This makes it difficult to build Apache with this
edition of VC.

only if there are .sln files present, if it finds .mak files those will always
take precedence.  (this is for -win32-src.zip distributions, ignore all others.)
