[VOTE] Stepping down as PMC rep for xml-xalan, and nomination of Brian Minchau

Hi,

Very shortly I am expecting a new addition to my family, and so, I will
need to take a pause from my involvement in Apache and xml-xalan for a
while.   In any case, since I have been representing xml-xalan on the PMC
for the last six months, I think now is a good time to give someone else a
turn.

I've spoken to Brian Minchau and he is willing to take on the
responsibility of PMC representative.  He is an active committer,
up-to-date with the status of the project.   I'd like to nominate him to be
the next xml-xalan representative, with a +1 vote!
