Oops, are you using the master branch? The `apisix_conf.yaml` was updated so that it can work with APISIX 3.x (https://github.com/apache/apisix-docker/blob/master/example/apisix_conf/config.yaml#L41).
While it's different from APISIX 2.x. As per your image version, try https://github.com/apache/apisix-docker/tree/release/apisix-2.15.0.

@developerworks Can you print the `/usr/local/apisix/conf/config.yaml`? Maybe there is an indent error so the ETCD address was reset to `127.0.0.1`.
