dolphinscheduler version:3.2.1
管理员在用户管理中给其他用户授权资源文件的时候下拉列表什么都不显示,显示无数据,我的资源中心是有文件列表的，但是授权的时候没有授权文件列表
资源中心目录如下:

资源授权的时候管理员无法给其他用户授权，就会导致项目授权之后，资源无法授权，任务工作流里面无法引用这些数据文件

### What happened
dolphinscheduler version:3.2.1
When the administrator authorizes resource files for other users in user management, the drop-down list displays nothing and no data. There is a file list in my resource center, but there is no authorized file list when authorizing.
The resource center directory is as follows:
### What you expected to happen
When authorizing resources, the administrator cannot authorize other users. This will cause the resources to fail to be authorized after the project is authorized, and these data files cannot be referenced in the task workflow.

version 3.2.1 , I'm test already , No separate authorization is required. I forgot which version started with.
