Hey [~yanghua], thanks for your enthusiasm to take on this issue. Before we can actually dive into the implementation I would like to first discuss the overall design a bit more in the parent issue. Getting the design right of this important component is very important. 

Concerning the separation of the {{RetrievableStateStorageHelper}} I actually have a dev branch which I started as a side project. Since it was bigger than I anticipated I created these issues to better plan the efforts.
