Currently purge cycle for active collector is scheduled every 12 hours since oak-lucene comes up.

From maintenance and system stability pov, it would be useful to at  have some controls. Some examples:
* throttle knob - max rate at which blobs are purged
* maybe some execution window - that won't bode well with current default of scheduled execution though
