Each time we perform a release the {{maven-release-plugin}} waits for 10 seconds after tagging. IIRC this was done due to the specific Subversion setup we have at the ASF, where we have two masters ( EU and US ).

Nowadays it should no longer be needed with the GitBox setup and should be removed.
