there is no tomcat-juli.jar item in the class-path line of the manifest.mf file
of bootstrap.jar file. and i can not start the tomcat with command line
java -jar bootstrap.jar -cp ./tomcat-juli.jar
and has the error like below:
Exception in thread "main" java.lang.NoClassDefFoundError:
org/apache/juli/loggi

at org.apache.catalina.startup.Bootstrap.<clinit>(Bootstrap.java:55)

I report this error and want to know why cann't it start while I give the -cp
argument.

That was a deliberate change, and it WONT be fixed. For reference:

Re: java -jar bootstrap.jar -cp ./tomcat-juli.jar
AFAIK, you cannot combine "-jar" and "-cp" when running Oracle's java launcher.
See JDK docs for details.
