Attaching patch that breaks out the logic for the DirFilter into a separate BlackListDirFilter class.

Looks like usage can stay the same in most cases for DirFilter, but fixed where it seemed necessary/useful (CompletedSnaphotDirectoriesFilter and a couple places around FSUtils)
