It's OK to add license header to the FOP fonts.  These are "generated" files.  This documentation: http://xmlgraphics.apache.org/fop/0.93/fonts.html tells how to generate them (for FOP 0.93).  

You can add license headers to the properties files used for the eclipse projects.  These files were "empty" but never-the-less required for building the Eclipse update site digest.  Currently their contents are unused.  They are supposed to be used for internationalization strings for other languages.

please review the license header changes. It is OK to add license header to the FOP fonts?
Where do the files come from?
