rpcrouter list fails

I am working with the latest (3/19) build...I get the 
following error trying to 'list' my deployed services:

C:\>java -cp c:\soap-2_1\lib\soap.jar;c:\soap-2_1
\lib\mail.jar;c:\soap-2_1\lib\activation.jar;c:\xerces-1_3_0
\xerces.jar org.apache.soap.server.ServiceManagerClient 
http://localhost:8080/soap/servlet/rpcrouter list

Ouch, the call failed:
Fault Code = SOAP-ENV:Server.Exception:
Fault String = java.lang.NoSuchMethodError
