Unable to submit job in oozie due to “cannot find the declaration of element 'workflow-app'”

I try to use oozie 5.2.1 to submit the mapreduce example jobs, but fails to
get this kind of error. This error is hard to understand, could anyone help
me on that ? Thanks

oozie job -oozie http://localhost:11000/oozie -config
examples/apps/map-reduce/job.properties -run -verbose


Error: E0701 : E0701: XML schema error, cvc-elt.1.a: Cannot find the
declaration of element 'workflow-app'.
