I recently installed Apache 2.0.40 on my home PC to serve as an offline 
webserver to allow me the ability to test out my PHP and mySQL scripts without 
having to connect to the internet and upload them to a webserver.

I read the FAQ.html file that was installed with Apache and I ran the Command 
Prompt commands. Every time I try to start Apache this message is displayed:

C:\Program Files\Apache Group\Apache2\bin>apache
[Wed Sep 04 9:59:07 2002] [crit] (32538)Socket Operation on non-socket: 
make_sock: for address 192.168.0.3:80, apr_socket_opt_set: (SO_KEEPALIVE) no 
listening sockets available, shutting down.

This problem persists even if I change the PORT number or the IP address.
