Invalid character in web-app_2_3.dtd ?

Hi,
     When I try to open the web-inf\web.xml file, Iexperience the following
problem.

C:\jakarta-tomcat-4.0-b3\webapps\examples\WEB-INF\web.xml

Browser O/p  :-

  The XML page cannot be displayed
  Cannot view XML input using style sheet. Please correct the error and then
click the Refresh button, or try again later.
