[Project Shimoga|https://github.com/Microsoft-CISL/shimoga/] contains group communications primitives for REEF. It has been cleared by Microsoft to be added to the Apache REEF code base. Due to the nature of this JIRA, it should only be taken up by a Microsoft employee. I am posting it here for tracking purposes.
