incomplete doc (fwd)

In several places at apache documentation there are references as this one:
... a (%-encoded) URL ....
other times %-decoded instead of %-encoded
but nowhere in the documentation is explained what does %-encoded or %-decoded
mean!

Scratch that, "%-encoded" and "%-decoded" is correct, but it should be
explained. Perhaps it's time for a glossary. Basically it means going
either to or from the encoding scheme most URL's are sent through to be
7-bit and SGML-safe.

You're right, it should be "URL-encoded", meaning that most
non-alpha-numeric characters are encoded using %, i.e. %26 for a space
char. I'll try and track those down.
