[all] Generating sources jar after a release

Someone's requested a "sources" jar be generated and uploaded to the
maven repo for the recent Validator 1.3.1 release. This isn't
something the build currently generates :-(

Can I just create this and upload it - or should it be made available
for review and voted on - or fixed for the next release and "wontfix"
for the one gone?
