* Update apache-rat-plugin configuration for version 0.18
Replace deprecated <excludes> with <inputExcludes> parameter,

* ci: drop JDK 8 from matrix - apache-rat-plugin 0.18 requires Java 17
The maven-plugins:50 parent bumps apache-rat-plugin to 0.18, which has a
Java 17 prerequisite. Running the build with JDK 8 as the toolchain JVM
causes the build to fail at rat-check time.
Remove JDK 8 from the CI matrix, keeping 17, 21, and 25, consistent with
what other plugins (e.g. maven-jar-plugin) do after adopting maven-plugins:50.
