I tested with the new plexus plugin : I added this in my plugin management section :

					<dependencies>
						<dependency>
							<groupId>org.codehaus.plexus</groupId>

				</plugin>

Then if I use mvn checkstyle:checkstyle, the url cofiguration works well. 
If I use *mvn site, it fails*
