For new users in the super-admin-portal, they need to be assigned the gateway-provider role.  In the current PGA implementation using IS these users are also assigned to the "admin" role.  I have a TODO comment in the code I added that they probably won't need that with Keycloak but I don't remember why.

Talked with [~scnakandala], he said this is a legacy thing, adding new super-admin-portal users to the "admin" role.  I'll remove it as part of this issue. So new super-admin-portal users will get only the gateway-provider role going forward with Keycloak.
