[JENKINS] - Unplanned restart today

Hi All,

Due to https://issues.apache.org/jira/browse/INFRA-14798 <https://issues.apache.org/jira/browse/INFRA-14798> Jenkins went down for an unplanned 
restart earlier today. Jobs are just coming back up now.

Taking advantage, 44 plugins were also upgraded at the same time.

Let me know if any issues (or cures!)
