[APACHE-1.3.19 Freeze] About to tag -- please no commits!

Hi,

I am about to tag the tree. During the next hour or so, I am going to
build the current tree, and am reviewing the Announcement file etc.

Please refrain from committing until the tree is tagged, and I
have announced the availability of the tar ball.
