A CLI Admin tool that is similar to the CLI admin tool for Accumulo backed Rya should be created for Mongo backed Rya. Basic functionality should include getting instance details, adding and deleting users, creating and deleting PCJs, installing and uninstalling a Rya instance, loading files and issuing queries.
