Introduce the {{Scheduler}} interface. The {{ExecutionGraph}} contains scheduling logic at the moment. We can use the adapter pattern to translate the _scheduling-relevant_ methods on the {{ExecutionGraph}} to the {{Scheduler}} interface.

Acceptance Criteria:
* {{JobMaster}} does not have a reference to the {{ExecutionGraph}}
