[FLINK-40532][docs] Remove the experimental note for scan.parse.online.schema.changes.enabled

The online schema change parsing, used with gh-ost and pt-osc, is now
usable for production workloads, so the "experimental" disclaimer is no
longer accurate. Drop it from both the English and Chinese MySQL docs.
