    Description: Accroding to the semantics of `GlobalLimitExec`,  the outputPartitioning should always be `SinglePartition`.  (was: Accroding to the semantics of `GlobalLimitExec`,  the outputPartitioning should always be `SinglePartition`.  And we can avoid unnecessary shuffle.)
