   **Is your feature request related to a problem? Please describe.**
   We are moving away from IdealState for the task framework. Such a move allows the task framework to rely on Workflow/Job configs only, which reduces Zookeeper load by a large margin. This lays the foundation of transition task framework from the "helix-like" logic to its own well-defined logic in the future. 
   
   **Describe the solution you'd like**
   Remove task pipeline's dependency on IdealStates.
