[Preview] New Pulsar Website!

Hi Pulsarers,

Here comes great news!

We’ve made great progress on PIP 87! [1]
- The Pulsar website framework has been upgraded to the latest version.
- Some Pulsar website contents have been migrated to an independent repo
[2] per the agreement made by our community [3].

Now you can preview the Pulsar website and docs (master and 2.9.1) on
https://pulsar-next.staged.apache.org/docs/next/!

As can be seen from the preview, the new Pulsar website has many
advantages, including but not limited to:
- Collapsible menu
- Dark mode
- Top navigation menus are not overlapped
- Previous doc versions can be selected on the top navigation bar
- Mobile responsive design. The layout and content adapt based on the size
of your device
- ... and more (features can be customized)

Note that this website is only for preview. We do not change the Pulsar
website URL (https://pulsar.apache.org/) and will host all contents there
once we finish all work.
