[RESULT] [VOTE]: Release Proton 0.6 RC3 as 0.6 final

The vote carries with 3 binding +1's, 2 non-binding +1's, and no other
votes. I'll post the artifacts shortly.

The Java binaries for 0.6 seem to be MIA. Still sitting in a staging repo
somewhere?
